The Governor’s Office of the Capital City hereby invites Mongolian and foreign legal entities and their consortia to participate in the DBFOM (Design, Build, Finance, Operate, and Maintain) selection process for the “Ulaanbaatar Public Transport Tram (LRT) Line 2” project.
Pursuant to Article 15, Clause 15.1.1 of the Law on Public–Private Partnerships, the private partner, under the Design, Build, Operate and Transfer (DBOT) model, must carry out the design, preparation of cost estimates, construction, operation, and transfer of the “Public Transport Ulaanbaatar Tramway ( LRT) Line 2” project and shall transfer the partnership asset to the competent state authority in accordance with the terms and conditions of the agreement.
The selection process must be conducted in two stages: prequalification and competitive selections as stipulated in Government Resolution No. 210 of 2024.
The selection documents shall be provided by “Ulaanbaatar Partnership Center” LLC upon submission of an official written application expressing the intention to participate, together with proof of payment of the project document fee in the amount of USD 3,000 (three thousand) to the State Bank account number. Proposals to participate in the selection process must be submitted by no later than 16:00 (Ulaanbaatar Standard Time) on 5 January 2026.
The proposals submitted by applicants in compliance with the prequalification documentation shall be evaluated, and no more than three applicants whose proposals best meet the criteria specified therein shall be admitted to the competitive selection stage.
