REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consulting services for Preparation & Update of Feasibility studies, Detailed designs and Construction supervision for the Construction of Yarmag new road (approximately 8 km) and the Construction of Ulaankhuaran extension (approximately 4 km)

Through its Ministry of Finance, Mongolia has received a loan from the International Bank for Reconstruction and Development toward the cost of the Ulaanbaatar Sustainable Urban Transport Project (USUTP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Feasibility Studies, Detailed designs and Construction supervision for the new construction of Yarmag new road (approximately 8 km) and the new construction of Ulaankhuaran extension (approximately 4 km). It is envisaged to carry out the activities on the Project corridors, including (i) conducting feasibility studies, (ii) carrying out a design review and updating existing detailed designs, (iii) developing detailed engineering designs with cost estimates and bills of quantities, (iv) to prepare environmental and social framework package as per World Bank ESF standards, (v) to develop bidding documentation and assist the bidding process, and (vi) to conduct construction supervision.
During the Detailed engineering design stage, several concepts have been incorporated, encompassing Complete Streets, Safe Systems Approach, Road Functional Hierarchy, Climate Resilience, and optimized traffic flow and public transportation planning. Detailed engineering designs should be developed and approved by the “Road and Transport Development Center ” in accordance with the regulation of “Design and state expertizing approval regulation of road and road facilities” approved by the Minister of Road and Transportation Development the Decree No.168 of August 8, 2018, as required to successfully implement the project, and based on the main design principles of this Project.
During the Construction Supervision stage, the consultant will diligently monitor the road construction works to ensure compliance with the detailed engineering design, technical requirements, relevant laws and regulations (“Regulation for Implementation of Engineering and Technological Supervision of the Construction of Highways and Road Facilities” approved by the Minister of Road and Transportation Development the Decree No.228 of October 18, 2018), as well as the approved work plan and other documents (such as ESMP, H&S Plan, TMP, etc.). A consultant will actively collaborate with the client and the contractor to resolve any issues related to design and construction work while also preparing essential reports, documents, and presentations. Additionally, the consultant will carry out shop drawings and as-built drawings.
The anticipated date for commencement of the service is in the first quarter of 2024, and the tentative duration of the assignment is about 40 months.
The Municipality of Ulaanbaatar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- General experience in implementing consultancy contracts for the preparation of feasibility studies, detailed design and conducting engineering supervision for roads construction during the last 10 years;
- Specific experience in performing the detailed design and the engineering supervision of urban roads construction during the last 5 years by demonstrating 2 (two) successfully completed similar assignments, each amounting to not less than US$ 2.0 million. Experience in cold and dry climate conditions will be considered as an advantage. (provide evidence document);
- Technical and managerial organization of the firm (provide only the structure of the organization, general qualification, and number of key staff).

Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in November 2017, August 2018 and November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
