Invitation to participate in the “Ulaanbaatar Tram” project through Public–Private Partnership

The “List of projects to be implemented under the Public-Private Partnership (PPP)” in the Capital City was approved by Resolution No. 25/01 of the Citizens’ Representative Khural of Ulaanbaatar City, dated January 27, 2025. Within this framework, the “Ulaanbaatar Tram” project is planned to be implemented through a Public-Private Partnership arrangement.

The “Ulaanbaatar Tram” project consists of two lines. Line 1  will extend from the Suburban Area (Zuslangiin Bus) to Sukhbaatar Square, with a total length of 11 km and 15 stations whereby Line 2 will extend from the General Archive Authority to Sukhbaatar Square, with a total length of 15 km and 23 stations, some of which will include commercial and service centers. The construction and development works are planned to be implemented from the year 2026 to year 2028.

In order to conduct market research on the public-private partnership project, attract private sector investments, carry out preliminary assessments, and identify potential private partners, project proposals are invited in accordance with Articles 18.1 and 22.4 of the Law on Public–Private Partnership, and Clause 2.2 of the Procedure for Preliminary and Comprehensive Evaluation of Partnership Projects, approved by Government Resolution No. 210 of 2024.

Project proposals, including the required information, calculations, analyses, and studies specified in the above procedure, shall be submitted in Mongolian in the prescribed format no later than 17:00 hours on October 29, 2025, to the address indicated below.
